🐛 (ui) Only enable spacious-padding on MacOS

There is a bug in the Emacs 29 when compiled with pgtk that breaks the tab bar. Since I only use Emacs 29 with pgtk or Emacs 29 on MacOS this condition suits me as a workaround.
